Rapid Assessment and Response in prisons in South Africa

Aim
Contribute to the improvement of the social and health situation of inmates in South African prisons

Specific objectives

  • Get a reliable picture of the nature and extent of social and health problems in a selected pilot prison, with a special focus on infectious diseases with special attention to HIV, among inmate drug users
  • Assess the (priority) needs of inmates with regards to social and health care. Again special attention will be paid to drug using inmates
  • Identify reuired and feasible responses (adapted to the South African) to effectively tackle the identified social and health problems
  • Analyse and describe conditions in the pilot prison and the South African prison system to be taken into account when realizing/implementing these responses (required adaptations in prison organisation/structure (e.g. to allow effective prevention of infectious diseases), human resources (number and qualifications)
  • Create commitment and consensus among relevant stakeholders within the Correctional Services about the steps to be taken
  • Assist in identifying and mobilising resources for actual implementation of the responses

Output

  • A report presenting the results of the Rapid Assessment, i.e. describing the social and health situation, the (priority) needs of inmates regarding social and health care and listing required and feasible responses
  • An activity plan for the pilot prison including:
    - a response plan, describing the implementation of interventions and programmes
    taking into account the actual situation in the pilot prison (organisational requirements, etc.)
    - a training programme for staff in prison and the community covering the addressing besides required knowledge and skills also attitudes and beliefs
    - a road map for wider implementation of the approach in South Africa
    - suggestions for the way forward funding wise based on the coordination of the stakeholders that took interest in the pilot

In co-operation with
The project will be implemented by a consortium of the Foundation for Professional Development (FPD) and Trimbos Institute from the Netherlands.
The South African Medical Association (SAMA) will be engaged as there is synergy between the interests of this project and the interests of SAMA in understanding the health situation within the prison system in South Africa.
