Homelessness Monitoring System (MMO)

Objective:
To clarify supply and demand in the homeless services and women’s refuge services and to monitor the 2006 Homelessness Action Plan agreed between the national government and the four largest Dutch cities. The plan is designed to improve the situations of homeless and at-risk people by providing housing and a comprehensive programme of supervision and support as well as curbing nuisance caused by this group. As of 2009, the monitoring also extends to the Urban Compasses in the other 39 regional homeless services authorities (centrumgemeenten).
Final result:
A publication on clients and available spaces in the homeless and women’s refuge services, and an annual report on the progress of the Four-Cities Homelessness Action Plan and the Urban Compass action plans for other towns and regions
